Never found the artist but there were suggestions it could have been a Russian immigrant who actually used to work creating agitprop art for the USSR and after moving the the US started making satire posters of his former government.
He has a website, work is great, the name escapes me but was mentioned a bunch in threads around when the original photos went up on social.
Printed a few thousand of these as stickers and handed out at the rally in DC. They were popular.
