Baric's team had synthetically reconstructed the bat variant of the SARS coronavirus (CoV) that caused the SARS epidemic in 2003, according to a report published in the Proceedings of the National Academy of Sciences (PNAS) in 2008.
Meanwhile, his team owns multiple patents concerning synthesized viruses, according to the related U.S. websites.

BUT, as the name for the supposed *illness*, not the supposed causative agent, which was at the same time christened SARS-CoV-2, in accordance with the ICTV-CSG recommendation, as you know. So, the authors use of this term is strange, but not because it is anachronistic, but rather because it is wrong. "COVID-19" - an illness - could not have been created in a lab. SARS-CoV-2 could have been.

I think there has indeed more recently been a "lab leak" op, which aims to point the finger at Fauci, Baric, Daszak (i.e. dumb, maybe opportunistic, Anglo-American fall guys). But there is no way Montagnier was part of any op in 2020. The op in 2020 was 100% zoonosis (bats, pangolins and tutti quanti). Montagnier was attacked and ridiculed for suggesting an artificial origin. Pradhan et al were forced to retract. Roland Wiesendanger (in Germany and somewhat later) was sued by Drosten.
More recently, as the zoonotic narrative began to collapse, the GoF/"lab leak" narrative became an acceptable plan B -- but ONLY if the focus is placed on Americans, as it quite obviously is, for instance, by Jikkyleaks and his followers. Try talking about the German virologists who were actually IN Wuhan and the German funding that was flowing into their joint project with their Chinese partners -- first and foremost, none other than the WIV -- and that goes absolutely nowhere. I know!
But, re. this document, I think, as you say, it is indeed amateurish. But I think this is because the authors, despite their impressive credentials, were themselves somewhat amateurish. They appear not to have had a very good grasp of the subject matter. The vaccine thing is, of course, very weird too. Montagnier was certainly not pushing any vaccine. By April 2020, he was already saying that the whole thing would blow over, that a lab-created virus simply could not remain virulent for any length of time, that nature would not permit it and that any artificial additions would be quickly eliminated as the virus mutates.
