That's simple: They were all scared out of their wits and offered what appeared to be a 'lifeline'. That, probably coupled with the threat of being 'left behind' in the face of a public clamouring for a product that their leaders could be made to appear to have fumbled the acquisition of was likely all it took.
So all of the militaries in the world are acting in lockstep with whom? It appears the blame lies with an entity/entities much more powerful than the DoD.

Is it possible that any of these enabling statutes are in fact unconstitutional in that they violate separation of powers and give the military extra-constitutional powers? Just because the federal government, congress or the administrative agency enacts a law, that is no the end of the analysis. I leave it to the class action plaintiff's lawyer and constitutional scholars to address this in the courts in the near future. As a 30 year commercial transaction attorney, this all seems suspect to me.

What was their reasoning for declaring war on the civilian population? How do you declare war if the other side is never made aware?
